From the Third Nuclear Power Plant in Southern Taiwan to Laoag International Airport in Northern Luzon, the straight-line distance is approximately 420 kilometers. The estimated cost is about 40 billion NTD (1.4 billion USD). If establish an additional flight route from Kaohsiung Airport to Laoag or Clark Airport, the flight time could be within 90 minutes. If a sea route is opened, one could depart in the morning and arrive by evening.

The exisiting submarine optical fiber cable in Asia
The First Island Chain is the most densely populated area for submarine cables in the world. Due to geopolitical reasons, Hong Kong has reduced its submarine cable installations.
- The United States is actively building bases in Northern Luzon. In conjunction with base construction, setting up a 3C green energy information center can not only reduce carbon emissions but also enhance the strategic value of the First Island Chain and reduce energy consumption in the mainland United States.
- Southern Taiwan’s AI/3C green energy industries can fully support the construction with technology and funding, ensuring rapid completion.
- If universities in the Philippines can establish an AI/3C green energy research and innovation center in Northern Luzon, it would be a significant boost.
